Primary Capital Program and Building Schools for the Future – Pupil Consultation and Competition
You are invited to contribute to the local planning for PCP and BSF. We would like your pupils’ ideas and suggestions for how their school could be an even better place to learn and grow. The results of the pupil consultation will be placed on a web site and will inform your school’s and Hounslow’s vision for future learning.
To aid this process and ensure that the product of students visioning is shared, a competition will be held to judge the most convincing and creative designs. The winning teams will receive prizes with one primary and one secondary school having the opportunity to have their learning environment of the future created in their school. Hounslow’s two CLCs are providing sponsorship of £60,000 and will seek commercial sponsorship / support to make these designs a reality. The money will be divided equally between the two winning schools over this financial year and the next.
The competition
We all want to make our schools even more exciting, dynamic, enjoyable and comfortable places to learn. And learning is changing dramatically with new technologies and new ideas about what is important and how we learn. School sites and classrooms are changing, libraries are changing, and school opening hours are longer with breakfast and after-school clubs. Some schools even open at weekends and through the holidays. In some extended schools, parents and carers and grandparents are welcomed in to work alongside young people. The government is giving us additional money to improve our schools through the Primary Capital Programme and Building Schools for the Future initiative. This is your chance to help us use this money creatively and effectively in this once in a lifetime opportunity.
This competition is for students in your school. We are not dictating how the process works within the school but certain criteria are in place to ensure equality etc.
Each team must be comprised of 3 students. They may come from any year group the school decides; you may even wish for it to be open to the whole school. If you have multiple teams participating within the school, you will have to use our criteria to choose a winner who will represent you in a Hounslow final. We would suggest one person in the school coordinates the internal element of the competition and is the link with the CLC. The internal process must adhere to the timescale given.
You will need to notify us by July 11th, how many teams will be entering from your school. These numbers are essential so we can organise effectively the ‘launch’ events at our CLCs and have teams prepared before the end of term. We appreciate how tight this schedule is and we are willing to help in any way we can to assist the process in your school.
To help students begin the process of formulating ideas, it may be useful for them to follow these steps. They will be reiterated and elaborated upon at the launch event.

Collate these ideas. Share your findings among your team; sort out the ones you want that will inspire your creation, your design.

Create and communicate your ideas….By the time you finish this investigation, you will be experts! So how can you communicate your designs and inspirational ideas?
You could organize your ideas onto a storyboard using pictures and text
You could create a PowerPoint presentation or similar

Competition judging criteria:
For use by all schools in selecting their representative entry and by the organisers for choosing their primary and secondary winners in Hounslow.
The criteria selected has been influenced by a number of relevant sources including Futurelabs ‘Learners Charter for a Personalised Learning Environment’, Every Child Matters, DCSFs ‘Fulfilling the Potential’, P4S – ‘Transforming Schools Through BSF, ‘The Shape of Things to Come’ – Charles Leadbetter, Ty Goddard (BCSE) - Foundation for Learning Environments etc.
Entries will need to demonstrate an understanding and inclusion of the following:
- The design must include ideas, concepts and solutions. We do not wish to inhibit thinking that takes account of visions for 2025 and beyond. However, the winning environments that we develop will need to (as far as possible) take account of what is practical and realistic in both implementation and cost e.g. if the technology does not yet exist, we can not include it, if something cannot fit within the budget, it cannot happen. The website http://www.clcfeltham.co.uk/bsf_pcp.html will have a forum with expert contributors, so if you have an idea, you can post it on the forum.
- ‘How learning takes place’ must be at the heart of the design and has as much relevance as the where and when.
- It does not just update or relocate ‘old models’ of learning. Pupils will need to think what their learning spaces may look like to fit with their ideas of how they will be learning. They must demonstrate an awareness of innovative teaching / learning styles showing an understanding of how approaches to personalised learning are incorporated.
- The design shows how the imaginative, innovative and creative use of a wide range of ICT tools can support different learning activities
- The learning environment design shows a flexibility of use beyond a single subject and / or age range
- Consideration must be given to the inclusion of sustainable (long lasting) and eco friendly qualities where relevant
- The design shows evidence of relevant research and an acknowledgement of guidance provided by mentors, professionals and others.
- Entries may be submitted in a variety of medium; on paper (as drawings or scanned images or photographs of) or electronically (in formats such as podcast, video, Sketchup, CAD, Photoshop etc). NB – physical models will not be accepted!
This will be a two-stage event designed to compliment the DCSF & Hounslow timescale for the implementation of PCP and BSF. The results for primary schools will be published December 2008 to begin development of the learning environment through to September 2009. The secondary results will be published March 2009 for development of the learning environment through to January 2010
